I'm after a clarification of NDR rule for flat bottom Master axles.

AA Rule book states:
SM-4.03 Prebowing:
a. Prebowing is allowed. Pre-bowing is the arching of the axle to compensate for vertical loading.
Under full load (car and driver) the axles are allowed to have a maximum 1/8” arch in the vertical
dimension. Arch will not be allowed in the horizontal direction. Axles must be pre-bowed by
bending only.

Does this AA rule hold true for NDR also?

As posted on the NDR web site,

The NDR will inspect to the AA written rules allowing only those exceptions posted on the NDR web page.

why does a hand brake need written approval is it a speed issue? i don't understand need clarification. thank you.

The purpose of the hand brake in the lay down Scottie car is to allow larger kids that fill up that car the ability to still race. And the qualifying criteria has always been that your feet have to be on the front axle plate, either just behind or in front of the front axle.

If kids not meeting this criteria are allowed to use a hand brake, it could be thought of as an unfair advantage. That is if you understand the reasons for a low CG and all weight centered from end to end and side to side.
